RECOMMENDATION:

Recommendation
That Council authorize the Contract for the Tillicum Road Renewal Project be awarded to Sparker Construction Ltd. for $544, 745.31(not including GST).

BACKGROUND:

The Tillicum Road Renewal Project will consist of works to improve concrete and asphalt surfaces as well above ground infrastructure. These upgrades will occur from Transfer Street to Craigflower Road (approximately 340 metres). See Attachment A for the project location.

Core work for the project is:
* Remove and replace curb/gutter (330 lineal metres)
* Remove and replace sidewalk (475 Square metres)
* Select road structure reconstruction (979 Square metres)
* Upgrade of catch basins (1)
* Mill and overlay of travel surface (3,890 Square metres)
* Installation of line painting
* Upgrade of crosswalk at Transfer Street and Tillicum Road

The tender for the project was released on April 30, 2018 and closed on May 16, 2018. Evaluation criterion for this project was based on cost.

A total of two bids were received and were:

Bidder 1 - G&E Contracting LP
* $573,000.00 (no GST)

Bidder 2 - Sparker Construction Ltd.
* $544,745.31 (no GST)

The objective of this project was a reinvestment into infrastructure. This road segment was identified by a road condition index as well infrastructure tracking. The sidewalk, road and crosswalk components are at the end of their operational life. By carrying out the Work, the infrastructure systems will have a significant increase in operational life.
