That Council authorize the Contract for the Tillicum Road Renewal Project be awarded to Sparker Construction Ltd. for $544, 745.31(not including GST).

BACKGROUND:
The Tillicum Road Renewal Project will consist of works to improve concrete and asphalt surfaces as well above ground infrastructure. These upgrades will occur from Transfer Street to Craigflower Road (approximately 340 metres). See Attachment A for the project location.
Core work for the project is:
• Remove and replace curb/gutter (330 lineal metres)
• Remove and replace sidewalk (475 Square metres)
• Select road structure reconstruction (979 Square metres)
• Upgrade of catch basins (1)
• Mill and overlay of travel surface (3,890 Square metres)
• Installation of line painting
• Upgrade of crosswalk at Transfer Street and Tillicum Road
The tender for the project was released on April 30, 2018 and closed on May 16, 2018. Evaluation criterion for this project was based on cost.
A total of two bids were received and were:
Bidder 1 - G&E Contracting LP
• $573,000.00 (no GST)
Bidder 2 - Sparker Construction Ltd.
• $544,745.31 (no GST)
ISSUES:
1. Rationale for Selected Option
The objective of this project was a reinvestment into infrastructure. This road segment was identified by a road condition index as well infrastructure tracking. The sidewalk, road and crosswalk components are at the end of their operational life. By carrying out the Work, the infrastructure systems will have a significant increase in operational life. The Work directly supports the objectives outlined in the Well Managed and Well Maintained Infrastructure section of the Strategic Plan.
The project also indirectly supports the initiatives of Resilient and Diverse Economy objective of the Strategic Plan by demonstrating the Township’s commitment to the corridor by providing an upgraded and visually appealing corridor.
Staff is recommending that the contract be awarded to the low bidder, Sparker Construction Ltd.
2. Organizational Implications
Staff have incorporated this project into their work plans for the year with staff being allocated for this project.
3. Financial Implications
The low bid amount was $544,745.31 (no GST). This is below the budget of $590,000. A contingency of $45,254.69 will be available for this project.
4. Sustainability & Environmental Implications
The project does not include substantial sustainability & environmental implications. With the upgrading of the existing infrastructure, this road corridor will have its life of various assets extended. The upgrading of the crosswalk will encourage multi-modal movements which will impact the generation of green house gas generation.
5. Communication & Engagement
The successful bidder will be notified verbally and by written correspondence that they have been awarded the contract. The remaining bidder will also be notified that they were unsuccessful in their bid.
Notices to the property owners within the construction zone will be hand delivered prior to the start of the work. Notification of the scope of work and construction time frame will posted on the Township’s website and other social media as the project moves forward.
The tentative start time for this project is June and will take place over June - September (weather dependent). Township staff will be the project manager for this work.

1. That Council authorize the Contract for the Tillicum Road Renewal Project be awarded to Sparker Construction Ltd. for $544,745.31 (not including GST).
2. That the Contract for the Tillicum Road Renewal Project not be awarded to Sparker Construction Ltd. and the tender cancelled.
