Recommendation
That Council approves the implementation of Traffic Order 1257 pending the approval of the proposed redevelopment plan for Hither Green Park.

BACKGROUND:
Aragon Properties Ltd has proposed a design for the Township’s Hither Green Park that will also allow emergency vehicles to access the English Inn Development. In order to provide the turning radius necessary for emergency equipment (firefighting apparatus) it will be necessary to impose a no parking restriction on Bewdley Avenue across from the park. See Attachment 1 for a location drawing.
Engineering has sent a questionnaire to the 17 lots that front on to Bewdley Avenue between the Township’s boundary and Lampson Street (see Attachment 2). Responses were received back from 6 of the residences (see Attachment 3). All 6 responses are not in favour of the traffic restriction.
ISSUES:
1. Rationale for Selected Option
Staff’s recommendation is that Traffic Order 1257 be implemented (see Attachment 4) should Council approve the use of Hither Green as an emergency access to the English Inn. This restriction will ensure that emergency vehicles have the turning radius available to turn left off Bewdley Avenue to Hither Green. The loss of on street parking is minor. Lots 1035 and 1039 have their driveways for the majority of the parking restriction. As per the Streets and Traffic Regulation Bylaw, there is already a no parking restriction in front of the driveways. Traffic Order 1257 will formalize this parking restriction and make it visible by curb painting and signage.
2. Organizational Implications
The proposed Traffic Order would improve the ability of the Township to carry out various activities related to accessing the Hither Green fire access lane. Community Safety Services Department would be informed of the parking restriction and add it to their enforcement activities.
3. Financial Implications
The proposed work has no financial implications and can be accommodated into the operational budget of Public Works.
4. Sustainability & Environmental Implications
The recommended Traffic Order would reduce idle time or increased travelling to the waste collection vehicles.
5. Communication & Engagement
Information on the new Traffic Order will be posted on the Township’s website and linked with other social media forums. Notification would be delivered to the residents of Bewdley Avenue of the new parking restriction.

2. That Council does not approve the implementation of Traffic Order 1257.
