RECOMMENDATION:

 

Recommendation

That Council review Staff Report DEV-17-042 for information and direct staff to give consideration to the public input received when drafting an updated Official Community Plan.

STRATEGIC RELEVANCE:

 

The process of reviewing and updating the Official Community Plan is identified in Council’s Strategic Priorities 2015-2019.

 

BACKGROUND:

 

The purpose of this report is to present the public input received during Phase 5 of the Official Community Plan (OCP) Review process.

 

An open house was held on June 7, 2017 at the Archie Browning Sports Centre and was attended by more than 85 people. The open house display boards and a series of seven OCP draft policy documents (attached as Appendix A) were posted online for two weeks, as well as being setup for one week at the Esquimalt Recreation Centre.

 

Input was also received from the Agricultural Land Commission and the Environmental Advisory Committee, attached as Appendix B and C respectively.

 

In total 98 written submissions were received. A consolidation of all the public input received during Phase 5 is attached as Appendix D.

 

ISSUES: 

 

1.  Rationale for Selected Option

Section 475 (1) of the Local Government Act requires local governments to provide one or more opportunities for consultation with persons, organizations and authorities it considers affected by the OCP. The public input received during Phase 1 “OCP Kick-off Survey”, Phase 2 “Looking Forward Forum”, and Phase 5 “OCP Open House”, will be considered by staff when drafting new OCP policies and guidelines.

 

2.  Organizational Implications

The latest input received will be considered by staff when developing the draft Official Community Plan, to be available this fall.

 

3.  Financial Implications

There are no direct financial implications to receiving Phase 5 public input.

 

4.  Sustainability & Environmental Implications

There are no direct sustainability or environmental implications to receiving Phase 5 public input.

 

5.  Communication & Engagement 

The complete results of the public input received during Phase 5 will be posted to the website. The availability of these documents will be publicized through a media release, a story in the summer community newsletter, and by email to OCP Review subscribers and stakeholders.

 

ALTERNATIVES:

 

1. That Council receive Staff Report DEV-17-042 for information and direct staff to give consideration to the public input received when drafting an updated Official Community Plan.

 

2. That Council request further information from staff.
