Recommendation

1.                     That Council award the Contract for construction to Saywell Contracting Limited.

2.                     That Council assign $438,900 from the Capital Project Reserve Fund for the construction of the Public Safety Building Apparatus Bay Extension.

BACKGROUND:

 

The Public Safety Building Apparatus Bay Extension Project will consist of an addition in order to extend the current apparatus bays. This project will allow the relocation of the current apparatus and equipment located within the blue building. The blue building is scheduled to be removed as soon as possible to facilitate the development of the Esquimalt Town Square (ETS).

 

Core work for the project includes:

                     Excavation of the parking lot area to allow for servicing of utilities and footings

                     Removal and replacement of drainage, garden beds and parking lot surfaces

                     Construction of approximately 106 sq. meters of floor space with walls and roof

                     Installation of electrical, mechanical and building systems

                     Relocation and addition of apparatus bay doors

                     Modification and relocation of apparatus exhaust systems

                     Connection of exterior finishes into the existing building

                     Repair to existing sidewalks

The tender for the project was released on July 19, 2016 and closed on August 05, 2016. The preferred completion schedule for this project was identified to be October 31, 2016. Evaluation criterion for this project was based on cost, schedule, experience and past performance.

 

A total of three bids were received:

Century Group Inc. Constructors.

                     $395,850.00

Saywell Contracting Ltd.

                     $399,000.00

                     $419,506.66

ISSUES: 

 

1.  Rationale for Selected Option

 

The project evaluation was based heavily on cost and schedule. According to current Esquimalt Town Square Development timelines it is essential that the apparatus Bay Extension project be completed as soon as possible. Given the evaluation criteria identified in the tender and the bids received, staff recommend the contract be awarded to Saywell Construction Ltd.

 

 

2.  Organizational Implications

 

Staff has incorporated this project into their work plans for the year, utilizing existing staff resources.

 

 

3.  Financial Implications

 

The budget for this project is as follows:

Funds for this project will be assigned from the Capital Project Reserve Fund. The current balance of this fund is approximately 1.3 million dollars.

 

4.                     Sustainability & Environmental Implications

 

The project includes limited sustainability & environmental implications. Several components such as; apparatus bay doors and unit heaters are planned to be re-used.

 

5.  Communication & Engagement

 

Once project details have been finalized the surrounding neighbors will be notified, along with details posted on the Township’s website.

 

ALTERNATIVES:

 

 

1.                     That Council award the Contract for construction to Saywell Contracting Limited, and;

That Council assign $438,900 from the Capital Project Reserve Fund for the construction of the Public Safety Building Apparatus Bay Extension.

 

2.                     That the Contract for the Public Safety Building Apparatus Bay Project not be awarded and the tender be cancelled.
