BACKGROUND:

 

Access to community and share dock facilities for recreational activities is desired by the residents of Esquimalt. The provision of a dock that provides water access will benefit the health and wellness of our community. A preliminary discussion around access priorities will help staff inform Council on the next steps of dock development.  

 

A letter regarding water access at Arm Street Park was received by Council on December 9th 2022.  In response to this letter, Council directed staff to undertake an analysis for establishing a dock at Arm Street Park, and report back to Council on required steps, timelines, possible partnership with the City of Victoria, and potential inclusion in the 2023 budget.  Reference to the Arm St location is identified in the “Gorge Swim Fest Collaborative To Improve Access” which is attached for committee information (Schedule A)

 

TOE staff met with the City of Victoria at Arm St. in January to discuss the proposed site and reviewed a simple draft concept.  Several observations, questions and challenges were identified.

 

From this discussion staff are seeking input from the committee on the desired purpose of the dock and how this impacts the appropriate location?

 

ISSUES: 

 

1.  Rationale for Selected Option

The development of a community dock is intended to meet the needs of our residents. Development of a dock will take a considerable amount of time. Prior to a feasibility study at a specific location the following points require further discussion and exploration.  The following points have been raised and identified as priorities; 

 

Swimming access

Regional access

Accessibility for those with disabilities

Paddleboard access

Safety considerations

Washroom access

Parking

Emergency phone

Loading and staging equipment

Fishing space

Kayak launch/ access

Environmentally sensitive areas and concerns

 

2.  Organizational Implications

Successful dock development depends on the organizational capacity of the proponents, the responsiveness of various levels of government, the coastal location, and the type of dock sought, both physically and operationally

Once priorities are identified, options for an appropriate location can be defined. All dock construction located in Esquimalt on the Gorge waterway will require rezoning, lease or license as the land is owned by the Province of BC and they will therefore be the applicant. 

 

Certain locations will have encumbrances that may impact the project.  For example, the Arm Street Promenade Encumbrance, would require research that will take time and resources to complete.

 

Esquimalt does currently provide water access via a public dock to our residents and the region.  This is facilitated through an agreement with the Esquimalt Anglers Association.  The Anglers partnership demonstrates how common interests may merge and how effective partnerships can benefit our residents.

 

3.  Financial Implications

Construction of a public dock will require time and capital funds.  Where possible, TOE will work with partners to achieve common goals.  Grant funding may also be available and accessed for dock construction. 

 

4.  Sustainability & Environmental Implications

Provision of water access will require an environmental review to ensure sensitive ecosystems and wildlife are not impacted.  The Gorge is a culturally sensitive area and TOE will ensure that local First Nations are included as partners in the process.

 

5.  Communication & Engagement 

TOE will work together to ensure public engagement occurs effectively and efficiently. This project will require a comprehensive engagement process that will ensure the public have the opportunity to provide input and feedback on the scope and location of this project.
