BACKGROUND:
The Township of Esquimalt adopted its Official Community Plan (OCP) in 2018. The OCP includes specific objectives to help improve conditions for people walking and cycling in Esquimalt. In alignment with these objectives, the Township’s Strategic Priorities identified a need to develop an Active Transportation Network Plan (ATNP).
On February 7, 2022 council unanimously approved the ATNP to build an active transportation network with five big moves to be implemented in the short term (1-5 years). One of the big five moves of the Plan is to develop a 5.3 kilometer quick-build cycling network on three major roads: Tillicum Road, Lampson Street, and Esquimalt Road. Through engagement on the ATNP, Tillicum and Esquimalt Road were chosen as the top priorities by the public for protected bike facilities.
The ATNP identified Tillicum and Lampson to proceed first as there are no existing facilities on this corridor. The public also identified a new pedestrian crossing on Tillicum Road between Gorge Bridge (Bridge) and Craigflower as the top crossing improvement project.
The Tillicum and Lampson bike lanes will complete 2 kilometres of bike lanes and be the first protected bike lanes in Esquimalt. A new signalized pedestrian crossing on Tillicum will fill a much-needed gap between Gorge Road and Craigflower.
On September 1, 2022, staff issued a Request for Proposal (RFP) for conceptual and detailed design services along with contract administration and inspection services during construction (see Attachment 1 for RFP).
The extent of this RFP is for consultant services for the following projects:
Project 1: Tillicum Improvements
a. Quick build protected bike lanes on Tillicum Road from Gorge Bridge to Craigflower
b. Signalized pedestrian crossing between Gorge Bridge and Craigflower
Project 2: Lampson Bike Lanes
a. Quick build protected bike lanes on Lampson Street from Colville Road to Esquimalt Road
b. Quick build protected bike lanes on Tillicum Road from Craigflower Road to Colville Road
c. Quick build protected bike lanes on Lampson Street from Craigflower Road to Colville Road
The RFP closed on September 22, 2022. A total of 4 bids were received. The bids received were as follows:

ISSUES:
1. Rationale for Selected Option
Independent evaluations on the four bids were completed by two staff members using the evaluation criteria identified in the RFP. Both staff members ranked ISL Engineering and Land Services as the preferred proponent. Based on this evaluation, it is staff’s recommendation that the contract for the bike lane design be awarded to ISL Engineering and Land Services Ltd.
2. Organizational Implications
This contract will be managed by the Director of Engineering & Public Works and the Engineering Manager. The Management of this contract can be accommodated within the departments work plans.
3. Financial Implications
As part of the 2022 Capital Budget, $175,000 was approved for the Tillicum corridor and $150,000 for the Lampson corridor. The contract value of $316,201 falls within the total budget of $325,000.
4. Sustainability & Environmental Implications
Active transportation plays a significant role in mitigating climate change as the transportation sector accounts for 33% of the community greenhouse gas (GHG) emissions. Completing bike lanes on Tillicum and Lampson, and a new pedestrian crossing on Tillicum address high priority gaps in the network and will increase active transportation in Esquimalt.
5. Communication & Engagement
A key component of the contract, as identified in the RFP, is to create conceptual drawings that include a corridor plan view with enough detail to identify impacts (vehicle travel lane removal, intersection turning movements, and parking loss) and conceptual cross sections. These drawings will be used by the Township for final engagement with the public before furthering designs to construction drawings.

2. That Council request additional information from staff.
3. That Council provide alternate direction to staff.
