RECOMMENDATION:

 

Recommendation

That Council provide comments, if any, pertaining to the Taxi Application for Bluebird Cabs, or taxi services in general, as set out in Staff Report ADM-22-004, and direct staff to forward the comments to the Passenger Transportation Board for consideration of the application.

BACKGROUND:

 

The Township is in receipt of Municipal Notice from the Passenger Transportation Board (PTB) related to an application for a local taxi company to provide service within Esquimalt and the Capital Regional District (Attachment 1). The PTB is requesting comments within 30 days of the receipt of the Notice (by February 26, 2022) to be able to consider the Township’s comments prior to making a decision on the application from Brian Foley, operating as Bluebird Cabs.

 

 

ISSUES: 

 

1.  Rationale for Selected Option

The applicant is requesting approval to provide a new taxi service with a fleet size of one conventional taxi servicing the Capital Regional District area. Details of the application are set out in the attached Notice (Attachment 1).

 

2.  Organizational Implications

There are no organizational implications with this Request for Decision.

3.  Financial Implications

There are no financial implications.

 

4.  Sustainability & Environmental Implications

There are no sustainability or environmental implications.

 

5.  Communication & Engagement 

Once Council has provided comments on the application, if any, staff will submit those to the Passenger Transportation Board for consideration within the requested 30-day response period. After an applicant sends its municipal notices and submits its application, it is published in the PTB’s Weekly Bulletin.  Bulletins are published on Wednesdays and may be viewed online at <https://www.th.gov.bc.ca/ptb/bulletins.htm>

1.                     That Council provide comments, if any, pertaining to the Taxi Application for Bluebird Cabs, or taxi services in general, as set out in Staff Report ADM-22-004, and direct staff to forward the comments to the Passenger Transportation Board for consideration of the application.

 

2.                     That Council provide alternate direction to staff.
