Recommendation

That Council approve/rescind the parking restriction Traffic Orders detailed in Staff Report EPW-21-013 for the following:

 

                     Approve Traffic Order 1327 for “No Parking” on the north side of Carlisle Avenue commencing at the intersection of Fraser Street and continuing west for 89m;

                     Rescind Traffic Order 263 for “No Parking” on the north side of Carlisle Avenue between Fraser Street and Comerford Street;

                     Approve Traffic Order 1328 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the north side of Carlisle Avenue commencing 9m from the intersection of Park Place and continuing east for 17m;

                     Approve Traffic Order 1329 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the east side of Park Place commencing 9m from the intersection of Carlisle Avenue and continuing north for 12m;

                     Rescind Traffic Order 1192 for “No Parking” on the east side of Park Place;

                     Approve Traffic Order 1330 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the east side of Park Place commencing 53.5m from the intersection of Carlisle Avenue and continuing north for 33.5m;

                     Approve Traffic Order 1331 for “No Parking” on the east side of Park Place commencing 21m from the intersection of Carlisle Avenue and continuing north for 30.5m;

                     Approve Traffic Order 1332 for “No Parking” on the south side of Esquimalt Road commencing at the intersection of Park Place and continuing east for 45m;

                     Rescind Traffic Order 813 for one “Handicapped Persons Only” parking space on the south side of Esquimalt Road; and

                     Rescind Traffic Order 1065 for “One Hour Parking Only” on the south side of Esquimalt Road.

BACKGROUND:

 

Esquimalt Road is designated as a major road, and Park Place and Carlisle Avenue are designated as local roads in the Official Community Plan (OCP). Esquimalt Town Square (ETS) is a new development located at 1235 Esquimalt Road in the southeast corner of Esquimalt Road and Park Place. As the offsite works near completion, on-street parking restriction changes are needed to accommodate new streetscape changes. The streetscape changes are shown in Attachment 1 and described as follows:

-                     A rain garden on the south side of Esquimalt Road;

-                     Two parking scallops on the east side of Park Place; and

-                     One parking scallop on the north side of Carlisle Avenue.

 

 

ISSUES: 

 

1.  Rationale for Selected Option

 

It is staff’s recommendation that the following Traffic Orders be approved or rescinded to accommodate the streetscape changes implemented as part of the ETS development:

                     Approve Traffic Order 1327 for “No Parking” on the north side of Carlisle Avenue commencing at the intersection of Fraser Street and continuing west for 89m;

                     Rescind Traffic Order 263 for “No Parking” on the north side of Carlisle Avenue between Fraser Street and Comerford Street;

                     Approve Traffic Order 1328 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the north side of Carlisle Avenue commencing 9m from the intersection of Park Place and continuing east for 17m;

                     Approve Traffic Order 1329 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the east side of Park Place commencing 9m from the intersection of Carlisle Avenue and continuing north for 12m;

                     Rescind Traffic Order 1192 for “No Parking” on the east side of Park Place;

                     Approve Traffic Order 1330 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the east side of Park Place commencing 53.5m from the intersection of Carlisle Avenue and continuing north for 33.5m;

                     Approve Traffic Order 1331 for “No Parking” on the east side of Park Place commencing 21m from the intersection of Carlisle Avenue and continuing north for 30.5m;

                     Approve Traffic Order 1332 for “No Parking” on the south side of Esquimalt Road commencing at the intersection of Park Place and continuing east for 45m;

                     Rescind Traffic order 813 for one “Handicapped Persons Only” parking space on the south side of Esquimalt Road; and

                     Rescind Traffic Order 1065 for “One Hour Parking Only” on the south side of Esquimalt Road.

Signage will be installed as per Part IV, Division 1, section 14 of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.

 

2.  Organizational Implications

 

The proposed Traffic Orders would be prepared by Engineering and signed by the Corporate Officer and the Director of Engineering and Public Works. Public Works would then install the parking restriction signage and paint changes along the street. The Traffic Orders would be added to Community Safety Services Department (Bylaw) patrol routes for enforcement. These activities would not impose any organizational implications.

 

3.  Financial Implications

 

The Traffic Orders implementation, paint changes, and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Order.

 

4.  Sustainability & Environmental Implications

 

There are no sustainability or environmental implications to the Traffic Orders.

 

5.  Communication & Engagement

 

Once approved, a notification of the Traffic Orders would be posted on the Township’s website and other social media forums. After the signage has been installed, the users of on-street parking will be given a one-week grace period before tickets will be issued.
