Recommendation

That Council approve the implementation of Traffic Order 1316 “No Parking Restriction” along Colville Road, as outlined in Staff Report No. EPW-20-016.

BACKGROUND:

 

Colville Road is identified in the Official Community Plan bylaw as a residential collector road.  Vehicles Park on both sides of Colville Road to access the homes and nearby employment centres including the Esquimalt Graving Dock, DND and the Seaspan. Parking along Colville Road is very well utilized.

 

There is a sports field on the north side of Colville Road between Intervale Avenue and Hutchinson Avenue that is used by the Department of National Defense. In the past vehicular access to the sports field was achieved by driving over the mountable curb in front of the gate. The curb had been painted yellow to prevent vehicles from blocking the gate.

 

When the Colville Road curb and gutter was reinstated after power conduit construction Township staff directed the contractor to construct a proper driveway access curb in this location. This was to prevent vehicles from damaging the curb.

 

As well DND has requested additional curb painting on either side of the driveway for 4 metres (Township policy provides two metres on each side of driveway) to ensure that vehicles entering or exiting the field can safely turn into traffic on Colville Road. ISSUES: 

 

1.                     Rationale for Selected Option

 

It is staff’s recommendation that a “no parking” restriction be implemented and by doing so, medium to heavy vehicles (i.e. lawnmowers, single and tandem axle trucks) entering and exiting the sports field on Colville Road will be able to utilize the gate in a safe manner. The vehicles will have better sight lines for them to enter the roadway on Colville.

 

During the day and at night this road sees significant parking usage. This change comes at the expense of approximately two parking spaces on a well-used road that sees significant parking pressure during the week.

 

By issuing this traffic order, the Township can enforce the no parking restriction as per Part IV, Division 2, section 14 (b) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.

 

2.                     Organizational Implications

The proposed traffic order would be prepared by Engineering staff and signed by the Corporate Officer and the Director of Engineering and Public Works. Public Works will install the parking restriction signage along the street. The traffic order would be added to the Community Safety Services Department’s patrol routes for bylaw enforcement. These activities would not impose any organizational implications.

 

3.                     Financial Implications

The Traffic Order implementation and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuance of the traffic order.

 

4.                     Sustainability & Environmental Implications

There is no sustainability or environmental implications to the traffic order.

 

5.                     Communication & Engagement

Should the traffic order be approved, the Township will notify DND. The Township will also issue a comment via electronic media of the change in parking capacity.
