Recommendation
That Council approve the implementation of Traffic Order 1315 “No Parking Restriction” along Reeve Place, as outlined in Staff Report No. EPW-20-015.

BACKGROUND:
Reeve Place is a local, dead-end street on the east side of Lampson Street in the 800 block. It services a triplex and a single family home. Both sides of the road do not have any curb and gutter. The south side has a small gravel shoulder.
A resident on Reeve Place raised a concern that there are multiple obstacles making it difficult to maneuver their vehicle in and out of their driveway. One of the obstacles is the presence of parked vehicles on the North side of Reeve Place.
In 2014 a “No Parking” sign was installed on the south side of Reeve Place, as the road is too narrow to support parking on both sides. No traffic order was approved by Council to complement this “No Parking” sign. By issuing the traffic order, the Township can enforce the no parking restriction as per Part IV, Division 2, section 14 (b) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898. ISSUES:
1. Rationale for Selected Option
Staff undertook a review of Reeve Place and the no parking restriction signage location. During this review it was determined that the north side of road is a more logical location for a parking restriction. This side of the road has a hydro pole which would be better protected by the parking restriction. There are no obstacles on the south side of the road. By moving parked vehicles to the south side of the road, they can park on the gravel shoulder and leave more room for vehicles to enter and exit the dead-end street.
By issuing this traffic order, the Township can enforce the no parking restriction as per Part IV, Division 2, section 14 (b) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.
2. Organizational Implications
The proposed Traffic Order would be prepared by Engineering and signed by the Corporate Officer and the Director of Engineering and Public Works. Public Works will install the parking restriction signage along the street. The Traffic Order would be added to the Community Safety Services Department’s patrol routes for bylaw enforcement. These activities would not impose any organizational implications.
3. Financial Implications
The Traffic Order implementation and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of this Traffic Order.
4. Sustainability & Environmental Implications
There is no sustainability or environmental implications regarding the issuance of this Traffic Order.
5. Communication & Engagement
The homes along Reeve Place would receive notification regarding the change in parking restriction. As well, the resident who raised the concern regarding access will be informed should the traffic order be approved.
