REQUEST FOR DECISION
DATE: August 14, 2019 Report No. EPW-19-026
TO: Laurie Hurst, Chief Administrative Officer
FROM: Jeff Miller, Director of Engineering and Public Works
SUBJECT:
Title
Traffic Order - Bus Stop Parking Restriction, Comerford Street End
RECOMMENDATION:
Recommendation
That Council approves the implementation of Traffic Order 1308 “Bus Stop Parking Restriction” at 520 Comerford Street, as set out in Staff Report EPW-19-026.
Body
RELEVANT POLICY:
Streets and Traffic Regulation Bylaw, 2017, No. 2898
STRATEGIC RELEVANCE:
Healthy, Livable & Diverse Community - Support Multi-Modal Strategies
BACKGROUND:
Recently the property at 520 Comerford Street was purchased for use as a Community Living Care Facility. The facility offers a variety of programs for those with mobility challenges. Due to these challenges, the property will be receiving some patients via BC Transit (i.e. handyDART) and other similarly equipped buses. In order to facilitate easy access to the facility, the property owner has requested that a bus stop restriction be instituted along the frontage of the property. The south portion of Comerford Street is residential only parking and the north section does not have any parking restrictions except for a short segment on the northeast side. See Attachment A for the location map and draft Traffic Order.
ISSUES:
1. Rationale for Selected Option
Staff has reviewed this request and is in agreement with instituting this parking restriction. The primary mode of transportation for users of the facility will be either small unit transportation from BC Transit, or similar buses from private contractors. By creating this restriction, a parking space should be available in front of the facility allowing for easier access for users. Since the northern section has only a minor restriction, users of on-street parking have a number of remaining spaces for parking.
By issuing this Traffic Order, the Township can enforce the bus stop parking restriction along the frontage of 520 Comerford Street as per Part IV, Division 1, section 14 (f) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.
2. Organizational Implications
The proposed Traffic Order would be prepared by Engineering and signed by the Corporate Officer and the Director of Engineering and Public Works. Public Works would be required to install the proper signage on Comerford Street. The Traffic Order would also be forwarded to Victoria Police Department (Vic PD). These activities will not impose any significant organizational implications.
3. Financial Implications
The Traffic Order implementation and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Order.
4. Sustainability & Environmental Implications
There are no sustainability or environmental implications to the Traffic Order.
5. Communication & Engagement
Once a Traffic Order has been approved, this information will be posted to the Township’s website and other social media forums. A grace period will be observed with warning tickets being issued by the Township’s bylaw enforcement officers before actual ticketing takes place.
