RECOMMENDATION:

Recommendation
That Council award the Janitorial Services for Municipal Facilities contract to Commercial Building Cleaning for a total cost of $207,648 (excluding GST) for a two year period, with an option to extend the contract by two one-year periods.

BACKGROUND:

As part of the maintenance of the Municipal Hall, Public Safety and Public Works buildings, daily janitorial services are carried out by a private contractor. The current contract expired on May 31, 2018, and janitorial services have been provided on a month-to-month basis since that time.

A Tender was released on February 8, 2019 and closed February 22, 2019. The tendering process included a non-mandatory site visit and one Addendum was issued during the process. A total of eight bids were received. The evaluation is based on cost and meeting mandatory requirements. Upon review of the bids, it was determined that two of the bids were non-compliant and were excluded from evaluation. One of the non-compliant bids was the low bid submission. The bids received were:
