Body

BACKGROUND:

Round Two of the community engagement process focused on gauging support for the ideas that emerged through Round One engagement (the final report of Round One results is available on the Township’s website). Input in Round Two was gathered through a survey tool that was accessible online and through multiple public engagement activities at key locations and community events in Esquimalt from May 24 to September 23.

Input gathered through Round Two engagement activities have been compiled and are ready for public release and presentation to Council. Attached is the report outlining the findings from Round Two: “McLoughlin Amenity Funds Round Two Engagement Report”.

As per the contractual requirements of the McLoughlin Amenity Funds, the deadline for the commitment of funds is December 2020 for both Waterfront parks and Downtown emergency services and public safety facilities and September 2023 for Downtown recreation facilities.

ISSUES:

A public engagement process was undertaken by the Township to inform the use of the funds. Using input from the community, the next steps are for Council to: (1) establish selection criteria; (2) direct staff to apply the selection criteria to the projects identified in Round Two; and, (3) direct staff to provide Council with project recommendations in March.

Staff recommends that Council schedule a special public Committee of the Whole meeting on January 23 at 5:45pm where Council, with the assistance of the Consultant, can determine selection criteria and provide further direction to staff.

Draft selection criteria will be presented by the Consultant and staff at this meeting.
