BACKGROUND:
Grenville Avenue is a local road providing access to single family homes and businesses. The business properties are located around Esquimalt Road. As part of the upgrade to crosswalks along Esquimalt Road, the Grenville/Esquimalt intersection was upgraded to include pedestrian controlled lights as well as a crosswalk.
In order to make crossing Esquimalt Road easier for pedestrian traffic, the sidewalk was bumped out on southeast and northwest corners of this intersection. This change on the Grenville/Esquimalt corner requires the existing traffic order to be rescinded and a new traffic order to be issued. No changes are required on the Comerford/Esquimalt corner. See Attachment A.
ISSUES:
1. Rationale for Selected Option
Previous to the upgrade of the intersection, Traffic Order 565 created a ‘no parking zone’ along the northwest side of Grenville Avenue for approximately 16 metres. With the addition of a bump out, the ‘no parking’ traffic order is not required. The remainder of the street frontage along this section is approximately 7 metres.
This section of street would be converted to Limited Time Parking Zone from its current ‘no restriction’ status. The time frame would be for 30 minutes and would provide approximately two parking spaces for customers of the businesses located on Esquimalt Road and the southern portion of Grenville Avenue. Signage will be installed as per Part IV, Division 1, Section 14 (q) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.
2. Organizational Implications
The proposed Traffic Order would be prepared by Engineering and signed by the Corporate Officer and the Director of Engineering and Public Works. Public Works would then install the speed restriction signage along the street. The Traffic Order would be added to Community Safety Services (Bylaw) department’s patrol routes for enforcement. These activities would not impose any organizational implications.
3. Financial Implications
The Traffic Order implementation and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Order.
4. Sustainability & Environmental Implications
There are no sustainability or environmental implications to the Traffic Order.
5. Communication & Engagement
Once a traffic order has been approved, this information will be posted to the Township’s website and other social media forums. Information would be forwarded to the businesses that front on this section of road. The change in parking restriction will be forwarded to Community Safety Services (Bylaw) upon approval. After the signage has been installed, the users of on-street parking will be given a one week grace period before tickets will be issued.
