Recommendation
That Council approves the implementation of Traffic Order 1293 "Residential Parking Only" along Aral Road, as set out in Staff Report EPW-18-033.

BACKGROUND:

Aral Road is a local road with the streetscape being one of single family and duplex homes. There are no parking restrictions on it at this time. The Township has received a request for the implementation of residential only parking from the residents. The concern is that they believe vehicles from the multi-family structures located on Songhees land are utilizing the parking on Aral Road. See Attachment 1 for location map and proposed Traffic Order.

ISSUES:

1. Rationale for Selected Option
In accordance with Council Policy E&PW-03 Township Guide to Parking Restrictions (Guide), the lead resident undertook the canvassing of the residents on the street. See Attachment 2 for the Township Guide.

The results of the survey are:
* Number of properties canvassed: 15 of 15 (1 additional property along Treebank Road West canvassed)
* Test 1 - 90% of properties canvassed
* Number of properties signed the petition: 14 of 15 (1 additional property along Treebank Road West signed the petition)
* Test 2 - 80% of properties signed the petition

See Attachment 3 for parking petition. As per the Guide, the petition meets both of the tests for a parking restriction to be implemented.
