Recommendation
That Council approves the implementation of Traffic Order 1292 "Playground Speed Restriction" along Ellery Road as set out in Staff Report EPW-18-032.

BACKGROUND:

Ellery Street (from 924 Ellery Street to 837 Ellery) runs along one playground (field) which is located at Esquimalt Secondary School. Along this stretch of road, no traffic order has been issued for speed restriction. As the street segment is not currently signed, the default speed limit is 50 km per hour (as per The Motor Vehicle Act). In order to provide a playground zone along this road segment, a Traffic Order is required. See Attachment 1 for location map and Traffic Order.

ISSUES:

1. Rationale for Selected Option
This road segment is bordered on the north side by the playing field of Esquimalt Secondary School. By issuing a Traffic Order, the speed can be adjusted from 50 km per hour to 30 km per hour. This will create a speed control zone that will increase the safety of the field users. Signage will be installed as per Part IV, Division 1, Section 14 (q) of the Streets and Traffic Regulation Bylaw.

2. Organizational Implications
The proposed Traffic Order would be prepared by Engineering and signed by the Corporate Officer and the Director of Engineering and Public Works. Public Works would then install the speed restriction signage along the street. The Traffic Order would be added to Victoria Police Department's patrol routes for enforcement.
