RECOMMENDATION:

Recommendation
That the 2018 Regular Meeting Schedule be revised as follows:
1. the Committee of the Whole meeting scheduled for October 15th, 2018 be cancelled; and
2. the Regular Council meeting scheduled for October 15th, 2018 be cancelled.

BACKGROUND:

In accordance with the Community Charter and the Council Procedure Bylaw, Council has approved a Regular Meeting Schedule for Council and Committee of the Whole (COTW) meetings for 2018, a copy of which is attached.

The Local Government General Election will be held on October 20, 2018 and the inaugural meeting of the new Council will be held on November 5th. The Joint New Council Orientation is scheduled for October 24th and October 29th. In-house orientation will take place on November 7th and November 10th.

During the 2014 Election Period, Council passed a motion on September 29, 2014 to cancel the November 17th Council meeting (with the Election being held on November 15th.) Subsequently on October 6, 2014, Council further revised the Meeting Schedule to cancel the November 3rd and November 10th meetings. The Minutes of the October 6, 2014 meeting refers to a member of Council speaking to the "inappropriateness to hold Council meetings and make decisions during the municipal election campaign period when many members of Council are seeking re-election."

Staff is recommending that Council reconsider the 2018 Regular Meeting Schedule, in particular the meetings currently scheduled for October 15th.
