BACKGROUND:
Appendix A: Statement of Significance - St. Peter and St. Paul’s Church
Appendix B: Heritage Designation Bylaw (1379 Esquimalt Road) Bylaw, 1999, No. 2377
The church building on the subject property was protected by a heritage designation bylaw in 1999, with exemptions provided for interior renovations and maintenance of the exterior. In the past when properties were designated there were no provincial requirements for the completion of a Statement of Significance [SOS]. The province now asks that an SOS be prepared for properties included on a community heritage register, including those designated by bylaw.
The purpose of a Statement of Significance is to aid in the regulation of what is formally recognized by the designation bylaw. The Description section of an SOS is somewhat flexible; it paints a picture of the historic place and includes what is covered by the formal designation. The Heritage Values section describes the core heritage values and should answer the question of why a place is important. The Character-Defining Elements [CDE] refer to the Heritage Values embodied in the property and the major physical characteristics of the place which must be retained in order to conserve the
heritage values of the place.
ISSUES:
1. Rationale for Selected Option
The subject property is one of Esquimalt’s few heritage designated buildings. There is a current application that proposes some changes to this site and the building, and a heritage alteration permit application is in process for future Council consideration.
