Recommendation

That Council does not approve the implementation of Traffic Order 1289 “Residential Parking Only” along Yarrow Place, as set out in Staff Report EPW-18-020.

BACKGROUND:

 

On February 26, 2018, Engineering and Public Works presented to Council a parking restriction petition request received from the residents of Yarrow Place (see attachment A - Staff Report EPW-18-018). Council directed staff to verify the severity of the parking situation on Yarrow Place.

 

The street has 12 parking spots along the curb and 4 within the bulb of the cul-de-sac for a total of 16 parking spots along the entire street. In order to determine the usage of the parking, a survey was carried out during a week day. The usage of the parking spaces was recorded at 6:00 am, 12:00 pm, 3:00 pm and 8:00 pm.

 

The proposed new parking restriction would see residential only parking along Yarrow Place from the intersection with Craigflower Road. This restriction would also include the parking in the cul-de- sac bulb. Signage will be installed as per Part IV, Division 1, section 14 (q) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.

 

 

 

 

 

 

ISSUES: 

 

1.  Rationale for Selected Option

 

In accordance with Council Policy E&PW-03 Township Guide to Parking Restrictions (Guide), the results of the survey were:

 

                     Number of properties canvassed: 15 of 15

                     Test 1 - 100% of properties canvassed

                     Number of properties signed the petition: 14 of 15

                     Test 2 - 93% of properties signed the petition

 

As per the Guide, the petition meets both of the tests for a parking restriction to be implemented.

 

The parking survey carried out determined the following:

Based on the parking survey, the available parking is only being utilized on average 50% of the time. Staff’s recommendation is that a parking restriction is not required at this time for Yarrow Place.

 

2.  Organizational Implications

 

If the Traffic Order is not implemented, Engineering and Community Safety Services Department (Bylaw) anticipate that further conversations will be held with lead the resident about the decision and concerns the residents have. These activities would not impose any organizational implications.

 

3.  Financial Implications

 

There are no financial implications if the Traffic Order is not implemented.

 

4.  Sustainability & Environmental Implications

 

There is no sustainability or environmental implications to the Traffic Order.

 

5.  Communication & Engagement

 

Engineering will be in contact with the lead individual and update them on the results of the Council direction.
