RECOMMENDATION:

Recommendation
That Council does not approve the extension of the Boulevard Alteration Permit for 1066 Gosper Crescent for a three year period, and revokes the Boulevard Alteration Permit with direction to staff to begin the process for the removal of the fence.

BACKGROUND:

Approximately one year ago, Council gave approval for a Boulevard Alteration Permit (BAP) for the east side lot of 1066 Gosper Crescent. See attachment A for Staff report EPW-16-025 and October 24, 2016 Council meeting minutes. A BAP was granted for a period of one year for the structure which is a non-essential piece of infrastructure (the fence) that was built within the road boulevard.

The fence particulars are:

* Constructed of wooden pallets that have been screwed together in various configurations
* Fence height varies from 1.05 metres to 1.34 metres
* Boulevard available is approximately 4.8 metres
* Approximately 0.45 metres of remaining boulevard (from back of curb to fence) or 0.23 metres from back of curb to supports
* Length of fence parallel to the road - 25.8 metres
* No post installation

The Township has also received notification from the owner of 1066 Gosper Crescent that they would like to extend the BAP for an additional three years. See Attachment B. As well, the Township has received letters in support and opposition to the extension of the BAP. See Attachment C.
