DATE:                       October 11, 2017                     Report No. ADM-17-022

TO:                       Mayor and Council

FROM:                      Laurie Hurst, Chief Administrative Officer

SUBJECT:

Title

Capital Integrated Services & Governance Initiative

End

ESSENTIAL QUESTION:

What services could provide better community benefit from integration or standardization?

RECOMMENDATION:

Recommendation

That the Committee of the Whole receive Staff Report No. ADM-17-022 for information, provide any additional direction to staff as the COTW considers advisable, and direct staff to prepare a report for Council’s consideration.

Body

BACKGROUND:

The Capital Integrated Services & Governance Initiative report executive summary was made available to the Township on August 17, 2017 and then made public August 22, 2017. The correspondence and the executive summary were then included on the August 28, 2017 regular Council meeting and referred to a future Committee of the Whole for discussion.

The executive summary outlines the scope of the initiative and the key findings for consideration by local governments. The report recommends the use of a workbook as the primary tool to assess opportunities and facilitate the discussion for enhancement and integration of services.

ISSUES:

The email correspondence of August 17, 2017 indicates that CAOs in the region would be contacted and provided with a full hard copy of the report to supplement the executive summary. To date I have not been contacted but the full report is available through the Ministry website and has been attached for your information.

It would be beneficial for the Committee to consider the questions contained in the workbook to provide direction and focus for staff. The workbook is attached for reference.

ALTERNATIVES:

1.                     That the COTW receive Staff Report No. ADM-17-022 for information, provide any additional direction to staff as the COTW considers advisable, and direct staff to prepare a report for Council’s consideration.

2.                     That the COTW provide alternative direction to staff.

3.                     That the COTW request further information from staff.
