SUBJECT: Highrock Avenue School Zone

RECOMMENDATION:

Recommendation
That Council approve the implementation of Traffic Order 1349 for "School Zone" on both sides of Highrock Avenue commencing at the west boundary of Lot 35, Plan 12875 to the west boundary of Lot 6, Plan 32271 and rescind Traffic Order 971, as set out in EPW-24-009.

EXECUTIVE SUMMARY:

The purpose of this report is to replace the existing Playground Zone with a School Zone on Highrock Avenue.


BACKGROUND:

Highrock Avenue is a local road with the streetscape being primarily comprised of single-family homes and Rockheights Middle School. It is currently signed as a playground zone.

The upcoming speed limit changes affecting this block will result in a posted 30km/h speed limit, 24hrs a day. Staff feel it more appropriate to have this block marked as a school zone, rather than a playground zone. See Attachment 1 for Traffic Order and site map.

ANALYSIS:

The proposed new school zone would see current playground zone signs and smaller "tab' signs be replaced with school zone signs and larger full-time speed limit signage. As a part of our Annual Traffic Calming Budget, staff plan on installing School Zone pavement markings in 2024. To apply for funding from ICBC for this implementation, the zone needs to be a School Zone, not a Playground Zone. Signage will be installed as per Part III, section 6 (k) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.


OPTIONS:
