SUBJECT: Adoption of Bylaw Notice Enforcement Bylaw, 2014, No. 2839, Amendment Bylaw, 2026, No. 3191
INFORMATION:
At the Regular meeting of Council on June 22, 2026, Council approved the following resolution:
“That Council:
1. Direct staff to proceed with modernizing Esquimalt’s BON penalty structure in accordance with a high deterrence, safety forward approach, option 1; and
2. Give first, second, and third readings to the Bylaw Notice Enforcement Bylaw, 2014, No. 2839, Amendment Bylaw, 2026, No. 3191.”
The purpose of these amendments is to modernize Esquimalt’s BON penalties using a high-deterrence structure that mirrors leading regional practices and prioritizes safety, accessibility, and compliance.
Council is requested to give final reading and adopt Bylaw Notice Enforcement Bylaw, 2014, No. 2839, Amendment Bylaw, 2026, No. 3191.
