RECOMMENDATION:

Recommendation
That Council approves the implementation of Traffic Order 1338 for "Residential Parking Only" on both sides of Joffre Street commencing 9m north from the intersection of Lyall Street and extending north to 9m south of Esquimalt Road EPW-22-013.

BACKGROUND:

Joffre Street is a local road with the streetscape being primarily comprised of single-family homes and one multi-family strata. There are currently no parking restrictions on Joffre Street between Lyall Street and Esquimalt Road.

The Township has received a request for the implementation of residential only parking from the residents. Their concern is that non-resident vehicles including camper vans, are utilizing the parking on Joffre Street. See Attachment 1 for Traffic Order and site map.

ISSUES:

1. Rationale for Selected Option

In accordance with Council Policy E&PW-03 Township Guide to Parking Restrictions (Guide), the lead resident undertook the canvassing of the residents on the street. See Attachment 2 for the Guide.

The results of the survey are:
* Number of properties canvassed: 45 of 46 (98%)
* Test 1 - 90% of properties canvassed
* Number of properties signed the petition: 37 of 45 (82%)
* Test 2 - 80% of properties signed the petition

See Attachment 3 for Parking Petition. As per the Guide, the petition meets both tests for a parking restriction to be implemented.
