SUBJECT: Fleming Street No Parking

RECOMMENDATION:

Recommendation
That Council approve the implementation of Traffic Order 1356 for "No Parking" on the south side of Fleming Street commencing on the northeast corner of 868 Fleming Street and extending west to the terminus of Fleming Street, as set out in EPW-25-002.

EXECUTIVE SUMMARY:

The purpose of this report is to implement No Parking on Fleming Street to ensure that access is maintained for vehicles and service providers

BACKGROUND:

Fleming Street is a local road with the streetscape being primarily comprised of single-family homes, duplexes and multi-family buildings. There are currently no parking restrictions on the new east/west section on the northern end of Fleming Street. This portion of road was recently constructed as part of the new building at 874 Fleming Street.

ANALYSIS:

Engineering staff have received feedback from residents and operators of the new housing complex that access concerns were arising due to vehicles parking on both sides of the new 6.0m roadway, which restricts access for all users and raises concerns for larger vehicles, such as waste collection and emergency services.

Upon review of the parking behaviors onsite, it was determined that parking removal should be implemented to maintain the access requirements. The south side was chosen to be No Parking to account for the required turning radii and swept path required for larger vehicles accessing the driveways on the north side. This proposed No Parking is reflected in the traffic order and site map in Attachment 1.

By issuing this traffic order, the Township can enforce the no parking restrictions as per Part IV, Division 1, section 14 (q) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.
