MEMORANDUM

DATE:                       July 7, 2025                     Report No. ADM-25-031

TO:                       Dan Horan, Chief Administrative Officer

FROM:                      Deb Hopkins, Director of Corporate Services

SUBJECT:

Title

Repeal Expenses (Elected Officials) Bylaw, 2006, No. 2637

End

INFORMATION:

In July 2024, Council revised Policy No. FIN-24 Travel and Expense Reimbursement to increase the per diem rates to better reflect actual costs and to align them with comparable rates established in neighbouring municipalities. These revisions conflict with the provisions contained in the Expenses (Elected Officials) Bylaw, 2006, No. 2637 respecting both the process for authorizing expenses and the updated per diem rates. Currently this means that the rates and process for expense reimbursement are in conflict. As a result, staff are recommending that Council repeal Bylaw No. 2637 as revised expense provisions are contained in Policy No. FIN-24.

Should Council wish to repeal Expenses (Elected Officials) Bylaw, 2006, No. 2637 as recommended, it must be done through a repeal bylaw. Therefore, it is recommended that Council give three readings to Bylaw to Repeal Bylaw No. 2637, 2025, No. 3167.

If Council gives three readings to Repeal Bylaw No. 3167, it will come back to Council for adoption on July 21, 2025.
