SUBJECT: Parks and Recreation Regulation Bylaw, 2007, No. 2665, Amendment Bylaw, 2024, No. 3140 - Rescind Third Reading and Further Amend
INFORMATION:
At a Council meeting held June 24, 2024, Council gave three readings to the "Parks and Recreation Regulation Bylaw, 2007, No. 2665, Amendment Bylaw, 2024, No. 3140" to amend Parks and Recreation Bylaw, 2007, No. 2665. Both Staff Report No. P&R-24-005 and the motion stated that the Bylaw would come into effect on January 1, 2025, however this provision was omitted from Amendment Bylaw No. 3140. Without the inclusion of this statement, the fees and charges and bylaw amendments would come into effect on the date of adoption.
Council is requested to rescind third reading, then amend it with the January 1, 2025, effective date included in Section 3 of attachment 2 to this memorandum, and finally give the third reading of Bylaw No. 3140 as amended.
To achieve these actions, the following motions would be appropriate:
That Council:
1. Rescind third reading of "Parks and Recreation Regulation Bylaw, 2007, No. 2665, Amendment Bylaw, 2024, No. 3140".
2. Amend "Parks and Recreation Regulation Bylaw, 2007, No. 2665, Amendment Bylaw, 2024, No. 3140" by inserting the following as new section 3 in Amendment Bylaw No. 3140:
"This Bylaw shall come into force and take effect on January 1, 2025."
3. That Council give third reading to "Parks and Recreation Regulation Bylaw, 2007, No. 2665, Amendment Bylaw, 2024, No. 3140" as amended.
Should Council approve this additional amendment, Bylaw No. 3140 will then return to the Council meeting scheduled to be held on July 22, 2024 for consideration of adoption.
