SUBJECT: Uganda Pump Station Upgrades - Construction Contract Award

RECOMMENDATION:

Recommendation
That Council award a construction contract (ENG #25-04), optional and provisional work and future change orders within the approved budget, to Don Mann Excavating Ltd. in the amount of $718,053.71 excluding GST, for Uganda Pump Station Upgrades, as described in Staff Report EPW-25-014.

EXECUTIVE SUMMARY:

The purpose of this report is to award a construction contract for required upgrades to the Uganda sewage pump station which is located on Uganda Avenue between McNaughton Avenue and Selkirk Avenue

BACKGROUND:

The Township of Esquimalt is committed to maintaining and improving its infrastructure through capital replacements/upgrades to ensure reliable and efficient infrastructure for its residents.

The Uganda pump station services the area northeast of Craigflower Road and Tillicum Road extending to our borders with the District of Saanich and the City of Victoria. The lift station requires upgrades in the near term to replace pumps that are at the end of their functional lifespan as well as a new backup generator to reduce downtime. As a part of the upgrades, electrical components, controllers, outlet piping, access hatch/grate and other safety upgrades will be completed.

This project is identi?ed as a high priority pump station project to be completed in the ?rst 10 years of the Sanitary Sewer Asset Management Plan. This project has become an urgent priority as one of the two pumps in the station is currently o?line with an unknown issue.

Tender Summary

On July 25th, 2025, an invitation to tender was posted for the Uganda Pump Station Upgrades project. The invitation closed on August 22, 2025. The following is a summary of the three bids received:
