Recommendation
That Council approves the implementation of Traffic Order 1309 "Residential Parking Only" along Hutchinson Avenue, as set out in Staff Report EPW-19-027.

BACKGROUND:

Hutchinson Avenue is designated as a local road, but is also one of two roads that provide access from Colville Road into the Rockheights neighbourhood. The streetscape is one of single-family homes. The length of road under consideration is 20 metres long and runs between Colville Road and the E&N Rail Trail. Currently, there is a No Parking restriction on the west side of this road segment at the intersection of Hutchinson Avenue and Colville Road.

The Township has received a request from residents for the implementation of 'Residential Parking Only' along the east side of the road segment. Their concern is that vehicles from the multi-family housing units and park area, located to the north, may use the parking on the north end of Hutchinson Avenue. See Attachment A for Traffic Order including location map.

ISSUES:

1. Rationale for Selected Option

In accordance with Council Policy E&PW-03 Township Guide to Parking Restrictions (Guide), the lead resident undertook the canvassing of the residents on the street.

The results of the survey are:
* Number of properties canvassed: 2 of 2
* Test 1 - 90% of properties canvassed
* Number of property owners who signed the petition: 2 of 2
* Test 2 - 80% of properties signed the petition
