Recommendation
That Council grant early budget approval in the amount of $42,400 for the demolition of the buildings located at 1106 Lockley Road.

BACKGROUND:
On July 11th, 2016, Council passed a Resolution relating to the property located at 1106 Lockley Road ordering the property owner to demolish the house. On August 15th, 2016 Council held a Reconsideration Hearing wherein some minor modifications were made to the Resolution. (See adopted resolution - attachment #1)
The property owner had 30 days to complete the work as ordered by the Council Resolution. As no action was taken on the property by the owner, staff undertook to complete the conditions of the Resolution. At this point, the only action still needing to be completed is the actual demolition of the house itself.
A qualifying bid to demolish the house has been received. The total cost for demolition and removal of the house as well as all associated work (tree removal, hazardous material remediation) is $42,400.00. In order to have the work completed prior to the 2017 budget being finalized, early approval is required from Council. In this case, costs for the demolition, removal and abatement will be charged back to the property owner; however, it make take some time to recoup those funds. Invoicing from the demolition company will need to be paid in a timely manner after the demolition takes place.
