TOWNSHIP OF ESQUIMALT MEMORANDUM

MEETING DATE:  October 7, 2024                     Report No. DEV-24-051

TO:                       Council

FROM:                      James Davison, Manager of Development Services

SUBJECT:                      Zoning Amendment Bylaw Adoption - 734 Sea Terrace - Staff Report No. DEV-24-051

INFORMATION:

Zoning Bylaw, 1992, No. 2050, Amendment Bylaw, 2023, No. 3116 (Appendix A) was given third reading on September 11, 2023. The rezoning will permit 17 multifamily units on the property at 734 Sea Terrace through a new Comprehensive Development District (CD-159).

The adoption of the amendment bylaw is contingent on the registration of a Section 219 Covenant addressing the following as agreed upon between Council and the applicant at the September 11, 2023 Public Hearing and described within the associated staff report:

                     Built to Step Code Three.

                     One car-share space provided.

50% of bicycle parking to have access to a level one (120v) outlet.

                     Two communal cargo bikes.

Parking space for a minimum of two cargo bikes

Staff confirms that the attached registered S. 219 Covenant CB1570284 (Appendix B) addresses these issues sufficiently and is requesting that Council now consider final reading and adoption of Zoning Bylaw, 1992, No. 2050, Amendment Bylaw, 2023, No. 3116.
