SUBJECT: Official Resignation of Council Member – Ken Armour

INFORMATION:

Official resignation from the office of Councillor was received by the Corporate Officer from Ken Armour effective at the end of day August 21, 2026 (Attachment 1). The purpose of this memorandum is to formally receive the written resignation and to meet the requirements outlined in the Local Government Act related to resignations from office.

Subject to section 54(2) of the Local Government Act, Council may decide not to hold a by-election if a vacancy occurs after June 1 in the year of the local election that will fill the office. Given that the quadrennial local election is scheduled for October 17, 2026 and the proximity to General Voting Day, it would not be feasible for staff to conduct a by-election between now and the 2026 regular general local election, and it will be more expedient to fill the vacancy through the provincially required election in October.

Quorum for Council is maintained with the remaining six members of Council. As a reminder, should there be an equal number of votes in favour and in opposition to a motion under consideration (tie vote), the motion will be defeated in accordance with the Council Procedure Bylaw, 2022, No. 3081 unless otherwise provided for in other legislation or as expressly stated in Bylaw No. 3081.

Additionally, where Councillor Armour was appointed to Internal and External Committees, Commissions, and Boards, the appointed alternate will be filling any required duties until the end of the current Council’s term.

Information on the Township’s website has been updated to reflect this change in Council’s membership.
