That Council award the Tillicum and Lampson bike lane design contract to ISL Engineering and Land Services Ltd. for a total cost of $316,201.

BACKGROUND:
The Township of Esquimalt adopted its Official Community Plan (OCP) in 2018. The OCP includes specific objectives to help improve conditions for people walking and cycling in Esquimalt. In alignment with these objectives, the Township's Strategic Priorities identified a need to develop an Active Transportation Network Plan (ATNP).
On February 7, 2022 council unanimously approved the ATNP to build an active transportation network with five big moves to be implemented in the short term (1-5 years). One of the big five moves of the Plan is to develop a 5.3 kilometer quick-build cycling network on three major roads: Tillicum Road, Lampson Street, and Esquimalt Road. Through engagement on the ATNP, Tillicum and Esquimalt Road were chosen as the top priorities by the public for protected bike facilities.
The ATNP identified Tillicum and Lampson to proceed first as there are no existing facilities on this corridor. The public also identified a new pedestrian crossing on Tillicum Road between Gorge Bridge (Bridge) and Craigflower as the top crossing improvement project.
