Recommendation
That Council:
1. Approve Traffic Order No. 1317 - 1 hour parking from 9am-5pm Monday through Friday in front of 1234 Esquimalt Road and Traffic Order No. 1318 - 1 hour parking from 9am-5pm Monday through Friday in front of 1314 Esquimalt Road, as attached to Staff Report EPW-20-026; and,
2. Rescind Traffic Order No. 745 - 1 hour parking from 9am-5pm Monday through Friday on the north side of Esquimalt Road between Constance Avenue and Memorial Park and Traffic Order No. 762 - 15 minute loading zone from 9am-5pm Monday through Friday in front of 1234 Esquimalt Road.

BACKGROUND:
Esquimalt Road is designated as a major road in the Official Community Plan (OCP). The north side of Esquimalt Road between Constance Avenue and Memorial Park is classified as Commercial/Commercial Mixed-Use in the OCP. On-street parking along the north side of this section of Esquimalt Road is used to access adjacent businesses and residences and is well utilized.
As shown in Attachment No. 1, there are several Traffic Orders (TO) along the north side of Esquimalt Road, some of which conflict with other overlapping Traffic Orders. The following is a description of the conflicting Traffic Orders by address:
• 1230 Esquimalt Road (Len Fraser Barber and Thrift Store):
o Traffic Order No. 745 for “1-hour parking from 9am-5pm Monday through Friday” conflicts with Traffic Order No. 1049 for “no parking at all times”, which is consistent with the existing yellow curb and signage at this location. Parked vehicles at this location would block westbound traffic on Esquimalt Road.
• 1234 Esquimalt Road (Action Motorcycles and Sunnyside Cafe):
o Traffic Order 762 for a “15-minute loading zone” conflicts with Traffic Order No. 745 for “1-hour parking from 9am-5pm Monday through Friday”. The curb is painted white to reflect the loading zone in Traffic Order No. 762, but a “1-hour parking from 9am-5pm Monday through Friday” sign is in place to reflect Traffic Order No. 745.
• 1244 and 1248 Esquimalt Road (The Sharkz Store, and Sihota & Starkey):
o Traffic Order No. 745 permitting “1-hour parking from 9am-5pm Monday through Friday” conflicts with Traffic Order No. 1176 for “no parking at all times” where the yellow painted curb bulge is located.
• 1264 Esquimalt Road (Chevron):
o Traffic Order No. 745 for “1-hour parking from 9am-5pm Monday through Friday” conflicts with Traffic Order No. 743 for “no parking at all times”, which is currently reflected with yellow curb. Parked vehicles at this location would block the right turn lane.
• 1310 and 1314 Esquimalt Road (Red Barn, Vamp Salon, Connect Hearing, Misty Mountain Cannabis, and Talia’s Mini Market):
o Traffic Order No. 745 for “1-hour parking from 9am-5pm Monday through Friday” conflicts with Traffic Order No. 279 for a bus stop, Traffic Order 758 for a “15-minute loading zone from 9am-5pm Monday through Friday”, and Traffic Order No. 1203 for “no stopping 7am-9am Monday through Friday”. The purpose of no stopping 7am-9am Monday through Friday is to prevent traffic congestion during the morning peak travel period for those vehicles travelling to CFB Esquimalt.
ISSUES:
1. Rationale for Selected Option
It is the recommendation of staff that the following Traffic Orders be either implemented or rescinded to address the conflicting Traffic Orders between 1230 and 1314 Esquimalt Road. Due to these conflicts, none of these Traffic Orders can be enforced as there is no precedence in enforcement, and they are opposite in nature. A breakdown of the Traffic Orders is as follows:
• Rescind Traffic Order No. 745 for 1-hour parking from 9am-5pm Monday through Friday on the north side of Esquimalt Road between Constance Avenue and Memorial Park. This will remove 1-hour parking areas where the road cross section has space to support parking as well as those sections that do not have the capacity. The only location where vehicles currently park under Traffic Order No. 745 is in front of 1234 Esquimalt Road (Action Motorcycles and Sunnyside Cafe) as outlined in Traffic Order No. 762.
• Rescind Traffic Order No. 762 for a 15-minute loading zone from 9am-5pm Monday through Friday in front of 1234 Esquimalt Road. This Traffic Order conflicts with TO745.
• Implement Traffic Order No. 1318 for 1-hour parking from 9am-5pm Monday through Friday in front of 1234 Esquimalt Road. The curb is currently painted white for the loading zone, but the signage is for 1-hour parking from 9am-5pm Monday through Friday. As such, vehicles currently use this location for 1-hour parking. Loading for the businesses occurs from either the rear parking lot, side parking lot or the left turn bay.
• Implement Traffic Order No. 1317 for 1-hour parking from 9am-5pm Monday through Friday in front of 1314 Esquimalt Road. The implementation of 1-hour parking from 9am-5pm Monday to Friday is consistent with other locations along Esquimalt Road zoned for Commercial/Commercial Mixed-Use in the OCP
2. Organizational Implications
The proposed Traffic Orders would be prepared by engineering staff and signed by the Corporate Officer and the Director of Engineering and Public Works (PW). PW staff would then paint the white curb grey in front of 1234 Esquimalt Road, and install “1-hour parking from 9am-5pm Monday through Friday” signage in front of 1314 Esquimalt Road. The Traffic Orders would be added to the Community Safety Services Department (Bylaw) patrol routes for enforcement. These activities would not impose any organizational implications.
3. Financial Implications
Implementation and enforcement of the Traffic Orders can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Orders.
4. Sustainability & Environmental Implications
There are no sustainability or environmental implications.
5. Communication & Engagement
Once approved, a notification of the Traffic Orders would be posted on the Township’s website and other social media forums.
ALTERNATIVES:
1. That Council approve TO1317 and TO1318 and further rescind TO745 and TO762, as outlined in Staff Report No. EPW-20-026.
2. That Council does not approve TO1317 and TO1318 and further rescind TO745 and TO762, as outlined in Staff Report No. EPW-20-026.
