SUBJECT:TITLE CAO - 2015 Third Period ReportBody

 

The following is a report on the activities pertaining to the CAO’s office from September 1, 2015 to December 31, 2015.

 

I.                     DIVISION ACHIEVEMENTS AND ACTIVITIES

 

1.                     Legislative

                     Attended meetings of and reviewed all reports, agendas and minutes for Council, COTW and In Camera meetings of Council

 

2.                     Operations

                     Continued with participation at a significant level for wastewater treatment process including all Westside Select Committee meetings; Westside CAO meetings; joint Eastside/Westside Chair and CAO meetings; review and monitor all Core Area Liquid Waste Management Committee reports and meetings; provide advice and input to staff for both technical and communications committee participation

                     Participation in collective agreement bargaining through GVLRA with IAFF local 4264; concluded with ratification of collective agreement for five year term 2012 - 2016 inclusive

                     Participation in a number of complex human resource issues and processes including exit strategy resolution for a volunteer position; preparation and attendance at small claims proceeding in regard to termination dispute; participation in grievance proceedings as required

                     Participation at initial discussions to update fire mutual aid agreements with other core fire departments

                     Participation on Greater Victoria Labour Relations Administrative Committee; work included research and delivery of report to GVLRA Board with terms of reference for Administrative Committee, definition of core services, alternatives for staffing and funding models

                     Continued work with staff and consultant to ensure progress forward on Esquimalt Village Project; request for proposals closed December 10, 2015; facilitated contact by consultant with both Greater Victoria Public Library and Justice Institute of BC for ongoing analysis of proposals

                     Worked with Local Area Administrators group to update Good Neighbour Protocol document which provides an inventory of cooperative efforts amongst regional local governments

                     Review and approval of public communications

                     Provided ongoing administrative and strategic advice to senior leadership team

 

3.                     Other

                     Regular attendance and participation:

o                     CAO/Mayor meetings - weekly

o                     Township Senior Leadership meetings - weekly

o                     Westside CAO meetings - weekly

o                     Westside Wastewater Treatment and Resource Recovery Select Committee - monthly

o                     Westside/Eastside Chair/CAO meetings - monthly

o                     GVLRA Board meetings - monthly

o                     GVLRA Administrators meetings - minimum monthly, weekly to produce current reports on staffing, funding and service delivery models

o                     Local Area Administrators meetings - quarterly

o                     CUPE Labour Management meetings - quarterly

o                     Te'mexw Treaty Advisory Committee - as required

o                     Joint Council Police Board

 

                     Special Events:

o                     The Great British Columbia ShakeOut!

o                     United Way Leadership Chair; participation at kickoff and other events

o                     Long Term Service Recognition event

o                     Celebration of Lights Parade - participated as judge

 

                     Training/Workshops/Seminars:

o                     Successful completion of professional development course Ethics 24/7 for CPAs

o                     Attendance at Union of BC Municipalities annual conference in Vancouver

 

                     Operational Meetings:

o                     Various outside stakeholders/groups in regard to potential development including English Inn

o                     Esquimalt Chamber of Commerce - ongoing communication and discussion on framework for proposed Business Summit

o                     Meetings with staff to assist in organizing and coordinating Community to Community Forums and input for funding reports

o                     Administrative Committee - Police Framework Agreement

o                     Various meetings with Corporate Services and Finance staff to review preliminary budget items

o                     Initial meeting of Municipal Economic Development Forum for Regional Economic Development initiative

o                     CAO and Mayor meeting with Urban Development Institute representatives to discuss formulation of committee
