RECOMMENDATION:

 

Recommendation

That Council:

1.  direct staff in Development Services, Archives, and Parks and Recreation to continue with review and implementation of Council Policies dealing with Heritage;

2.  direct staff to include for future Committee recruitment when relevant requirements for knowledge or experience in heritage, cultural resource management, and heritage conservation; and

3.  rescind Council Policy ADMIN-50 Terms of Reference - Heritage Advisory Committee.

STRATEGIC RELEVANCE:

 

This Request for Decision relates to the Operational Strategies to conduct review of Committee governance to ensure alignment with strategic priorities, and to provide Council with a report on alternatives to Heritage Advisory Committee

 

BACKGROUND:

 

At the Committee of the Whole (COTW) meeting on May 9, 2016, the COTW reviewed Staff Report ADM-16-014 titled ‘Heritage Advisory Committee and Alternatives’ and passed the following motion:

 

“To direct staff to prepare a report for Council’s consideration to direct staff in Development Services, Archives and Parks and Recreation to continue with review and implementation of Council Policies dealing with Heritage.”

 

Staff requests that Council consider passing the expanded motion set out above as staff’s recommendation. 

 

ISSUES: 

 

1.  Rationale for Selected Option

The background information and rationale for staff’s recommendation is as set out in Staff Report ADM-16-014, posted on the Township’s website with the May 9, 2016 Committee of the Whole Agenda package.

 

2.  Organizational Implications

Staff’s recommendation is that Council Policy ADMIN-50 Terms of Reference - Heritage Advisory Committee be rescinded as being obsolete.

 

3.  Financial Implications

5.  Communication & Engagement 

Once approved, the website committee pages will be updated, and staff will be advised of Council’s decision. Future Committee recruitment and appointments will be completed taking into account heritage and other relevant expertise.

 

ALTERNATIVES:

 

1.  That Council direct staff in Development Services, Archives and Parks and Recreation to continue with review and implementation of Council Policies dealing with Heritage.

 

2.  That Council provide alternative direction to staff.
