Recommendation

That Council direct staff to relocate the HMCS Esquimalt Memorial to Memorial Park.

Council’s Strategic Priorities identifies that the Township will ensure heritage values are considered in land use decisions.

 

BACKGROUND:

 

The current plan for the new Esquimalt Town Square development indicates that the HMCS Esquimalt Memorial will be moved adjacent to the existing sidewalk alongside Town Hall and that a Statutory Right-of-Way will be created with Aragon Properties to ensure continued public access to this Memorial. Staff has been discussing alternatives with the military and Esquimalt’s heritage representatives. The opportunity exists to permanently relocate the HMCS Esquimalt Memorial to Memorial Park.

 

ISSUES: 

 

1.  Rationale for Selected Option

 

The HMCS Esquimalt Memorial could be relocated to land owned by the Township. Given that the Memorial needs to be moved with the current development plan for the Esquimalt Town Square, the opportunity exists to permanently relocate the HMCS Esquimalt Memorial to Memorial Park. This relocation will allow the Memorial to remain on publicly-owned parkland where the Township has the ability to ensure that it is maintained and accessible for public activities. A proposed site at Memorial Park has been identified (please see Appendix 1). The relocation will not occur until after the April 16th Ceremony.

 

 

2.  Organizational Implications

 

The relocation of the HMCS Esquimalt Memorial has been included in the current work plan.

 

3.  Financial Implications

 

Funds have been allocated in the Esquimalt Town Square remediation budget for relocation of the Memorial. The decision to relocate the Memorial to Memorial Park is within the scope of the current budget.

 

4.  Sustainability & Environmental Implications

 

There is no sustainability or environmental implications associated with this decision.

 

5.  Communication & Engagement 

 

Staff will communicate and coordinate with the appropriate agencies regarding the relocation of the Memorial. All necessary protocols and processes with respect to the relocation will be followed.

1)                     That Council direct staff to relocate the HMCS Esquimalt Memorial to Memorial Park.

 

2)                     That Council direct staff to relocate the HMCS Esquimalt Memorial to the location identified in the current development plan for the Esquimalt Town Square.
