Recommendation
That Council give first, second and third reading to Streets and Traffic Regulation Bylaw, 2017, No. 2898, Amendment Bylaw, 2021, No. 3049.

BACKGROUND:
Changes to the Streets and Traffic Regulation Bylaw has resulted in renumbering of some sections. As a result, the section numbers of the bylaw contained in the Towing Authority, Section 34 (3), do not always reflect those sections where the need to tow might be required.
ISSUES:
1. Rationale for Selected Option
Changing the wording to section 34 (3) as recommended in Bylaw 3049 eliminates listing the section numbers for which the need to tow may exist and instead confers the authority to tow for any violation of Part IV - Parking and Stopping Regulations - Division 2 - Prohibitions, of the Streets and Traffic Regulation Bylaw. This change authorizes the towing of vehicles where necessary yet eliminates the need to list the sections individually and thus removes the need to amend the bylaw in the future whenever a section number relating to offences changes.

The amendment to the bylaw will not have a significant impact on the community, bylaw enforcement services nor Victoria Police Department staff, however, the change will be communicated as required.
ALTERNATIVES:
1. That Council give first, second and third reading to Streets and Traffic Regulation Bylaw, 2017, No. 2898, Amendment Bylaw, 2021, No. 3049
2. That Council directs any amendments it considers appropriate to Bylaw 3049 prior to giving it first, second and third readings.
3. That Council refers Bylaw 3049 to staff for further revision.
