RECOMMENDATION:
Recommendation
That Council:
1. Approve the following parking restriction Traffic Orders:
• Traffic Order 1335 for a “Loading Zone” between the hours of 7:00am and 10:00pm on the east side of Park Place commencing 74.5m from the intersection of Carlisle Avenue and continuing north for 12m;
• Traffic Order 1336 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the east side of Park Place commencing 53.5m from the intersection of Carlisle Avenue and continuing north for 21m; and
2. Rescind Traffic Order 1330 for “One Hour Parking Only Monday - Friday 7:00 am - 5:00 pm” on the east side of Park Place commencing 53.5m from the intersection of Carlisle Avenue and continuing north for 33.5m
as detailed in Staff Report EPW-22-002.

BACKGROUND:
Park Place is designated as a local road in the Official Community Plan (OCP). Esquimalt Town Square (ETS) is a new development located at 1235 Esquimalt Road in the southeast corner of Esquimalt Road and Park Place. Within ETS are commercial and multi-family residential units. Currently Esquimalt Roasting Company is occupying one of the commercial units, with the Esquimalt Branch of the Greater Victoria Public Library (GVPL) in the process of moving in. Future commercial spaces with ETS are available for a restaurant and office space.
Parking on the east side of Park Place currently consists of one hour parking between 7:00 am and 5:00 pm Monday to Friday. A request was made by the GVPL to have a loading zone on Park Place to accommodate deliveries to the library which occur multiple times per day. A loading zone on Park Place would accommodate the other commercial business in the area and residential deliveries. A recent request from a resident for a handyDART stop around ETS would also be accommodated through this loading zone.
ISSUES:
1. Rationale for Selected Option
It is staff’s recommendation that the following Traffic Orders be approved and rescinded as indicated to accommodate a loading zone on Park Place:
1. Approve Traffic Order 1335 for a “Loading Zone” between the hours of 7:00 am and 10:00 pm on the east side of Park Place commencing 74.5m from the intersection of Carlisle Avenue and continuing north for 12m;
2. Approve Traffic Order 1336 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the east side of Park Place commencing 53.5m from the intersection of Carlisle Avenue and continuing north for 21m; and
3. Rescind Traffic Order 1330 for “One Hour Parking Only Monday - Friday 7:00am - 5:00pm” on the east side of Park Place commencing 53.5m from the intersection of Carlisle Avenue and continuing north for 33.5m.
See Attachment 1 for the various Traffic Orders listed above.
The above Traffic Orders will create a loading zone on Park Place, as requested by the GVPL. The loading zone will also accommodate deliveries for businesses and residents in the area and be utilized as a handyDART stop.
Signage will be installed as per Part IV, Division 1, section 14 of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.
2. Organizational Implications
The proposed Traffic Order would be prepared by Engineering and signed by the Corporate Officer and the Director of Engineering and Public Works. Public Works would then install the parking restriction signage and paint changes along the street. The Traffic Order would be added to Community Safety Services Department (Bylaw) patrol routes for enforcement. These activities would not impose any organizational implications.
3. Financial Implications
The Traffic Order implementation, paint changes, and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Order.
4. Sustainability & Environmental Implications
There are no sustainability or environmental implications to the Traffic Order.
5. Communication & Engagement
Once approved, a notification of the Traffic Order would be posted on the Township’s website and other social media forums. After the signage has been installed, the users of on-street parking will be given a one-week grace period before tickets will be issued.
