SUBJECT: Esquimalt Recreation Centre Roof Replacement - Tender Award

Recommendation
That Council award the contract for the Esquimalt Recreation Centre Roof Replacement Project to Thorpe Industries BC Ltd. in the amount of $412,437.80, excluding GST.

EXECUTIVE SUMMARY:
The purpose of this report is to award a roofing contract, for the Esquimalt Recreation Centre Roof Replacement Project (Roofs 9, 10, 11), to Thorpe Industries BC Ltd. in the amount of $412,437.80, excluding GST, as included in the 2026 Capital Plan (R264).
BACKGROUND:
The Township of Esquimalt is committed to maintaining and improving its infrastructure through capital replacements/upgrades to ensure reliable and efficient infrastructure for its residents.
The Esquimalt Recreation Centre Roof Replacement (Roofs 9, 10, 11) (R264) is a necessary replacement as the current roofs have passed their life expectancy. Garland Canada was hired to provide a report on the condition and lifecycle of all Esquimalt Recreation Centre roofs. This report confirmed that roofs 9, 10, and 11 required replacement.
This roof replacement also coincides with the Recreation Centre Decktron (HVAC) Replacement (R263).
Tender Summary
On March 13, 2026, an invitation to tender was posted for the Esquimalt Recreation Centre Roof Replacement. A mandatory site meeting was held on March 20, 2026, with six eligible contractors attending. The invitation closed on April 2, 2026. The following is a summary of the six bids received:

Staff and the Township’s consultant reviewed the bids and determined all six bids meet the requirements of the tender. The Gravel Surfacing option is the recommended surface for longevity and durability. Thorpe Industries BC Ltd. is the low bidder and will be the only bid listed for the remainder of this report.
ANALYSIS:
Staff recommend awarding the contract to the low bidder Thorpe Industries BC Ltd.
The low bidder for this project is within the budget and allows for sufficient contingency to be used during the roof replacement. If awarded, roofing would be done in two phases, and would start in late Spring 2026 and be completed in Fall 2026, during the Decktron replacement (R263).
Environmental Impact:
There are no significant environmental impacts to the award of this contract

1. That Council award contract for the Esquimalt Recreation Centre Roof Replacement Project to Thorpe Industries BC Ltd. in the amount of $412,437.80, excluding GST.
2. That Council request additional information from staff.
3. That Council provide alternate direction to staff.

FINANCIAL IMPACT:
The 2025-2029 Financial Plan identifies the following budget:
• 2026 (approved budget)
- $441,548 Recreation Centre - Replace Roofs 9, 10, 11 - Capital Project Reserve Fund
The bid for Esquimalt Recreation Centre Roof Replacement (roofs 9, 10, and 11) are within the overall budget.
COMMUNICATIONS/ENGAGEMENT:
Communications during construction will be managed by staff and the contractor. There is no expected impact to Recreation Centre operations or service provision during the roof replacement process.
TIMELINES & NEXT STEPS:
The next step in this project is issuance of a notice of award pending Council approval. Substantial completion for the roofing replacement is currently identified as December 4, 2026.
