RECOMMENDATION:
Recommendation
That Council approve the implementation of Traffic Order 1348 for “Residential Parking Only” signage to be installed on both sides of Dunsmuir Road commencing 9m east of the intersection of Dunsmuir Road and Macaulay Street and extending east to 9m west of the intersection of Dunsmuir Road and Head Street as set out in EPW-24-008.

EXECUTIVE SUMMARY:
The purpose of this report is to implement Residential Parking Only on Dunsmuir Road.
BACKGROUND:
Dunsmuir Road is a local road with the streetscape being primarily comprised of single-family homes and duplexes. There are currently no parking restrictions on Dunsmuir Road between Macaulay Street and Head Street.
The Township has received a request for the implementation of residential only parking from the residents. Their concern is that non-resident vehicles will occupy the roadway as a part of a new development. See Attachment 1 for Traffic Order and site map.
ANALYSIS:
In accordance with Council Policy E&PW-03 Township Guide to Parking Restrictions (Guide), the lead resident undertook the canvassing of the residents on the street.
The results of the survey are:
• Number of properties canvassed: 54 of 54 (100%)
• Test 1 - 90% of properties canvassed
• Number of properties signed the petition: 48 of 54 (89%)
• Test 2 -80% of properties signed the petition
See Attachment 2 for Parking Petition. As per the Guide, the petition meets both tests for a parking restriction to be implemented. Until actions in the Township’s Integrated Parking Management Strategy are implemented, Council directed staff “to continue processing requests for Residential Only Parking using the current process outlined in the Township’s Guide to Traffic Calming until a Permit Parking process is in place.” See Staff Report EPW-24-003 presented at the February 12th Committee of the Whole Meeting for more information.
The proposed new parking restriction would see residential only parking signs be installed on both sides of Dunsmuir Road commencing 9m east of the intersection of Dunsmuir Road and Macaulay Street and extending east to 9m west of the intersection of Dunsmuir Road and Head Street. Signage will be installed as per Part IV, Division 1, section 14 (n) of the Streets and Traffic Regulation Bylaw, 2017, No. 2898.
OPTIONS:
1. That Council approve the implementation of Traffic Order 1348 for “Residential Parking Only” signage to be installed on both sides of Dunsmuir Road commencing 9m east of the intersection of Dunsmuir Road and Macaulay Street and extending east to 9m west of the intersection of Dunsmuir Road and Head Street as set out in EPW-24-008.
2. That Council request additional information from staff.
3. That Council provide alternate direction to staff.

FINANCIAL IMPACT:
The Traffic Order implementation, paint changes, and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Order.
COMMUNICATIONS/ENGAGEMENT:
Once approved, due to the relative effect of this traffic order, no prior public notification will be issued. The lead resident would be informed that the petition was accepted and that the Traffic Order will be implemented. It is assumed that the lead individual will update the signers of the petition. After the signage has been installed, the users of on-street parking will be given a one-week grace period before tickets will be issued.
TIMELINES & NEXT STEPS:
Once approved, staff will implement signage based on operational availability.
