Recommendation
That Council award the Contract for purchase to Guillevin Fire Safety and Industrial for new SCOTT Self Contained Breathing Apparatus based on the tender cost of
$ 208,677.58 Canadian Dollars (including PST).

STRATEGIC RELEVANCE:
Local services and Infrastructure - Identify infrastructure repair and proactively plan for replacement needs.
BACKGROUND:
Self Contained Breathing Apparatus (SCBA) are essential pieces of firefighting safety equipment, allowing firefighters to breathe, work and communicate in a potentially toxic environment. Emergencies such as structure and vehicle fires, as well as hazardous material release, all contain elements of smoke, fire and chemical compounds that are considered immediate dangers to life and health; the SCBA unit protects firefighters from these environments while they are performing rescue and hazard mitigation activities.
The replacement of the Fire Department’s SCBA equipment was included in the 2021-2025 Financial Plan as a 2021 Capital item. The tender was posted on BC Bid, and was posted on the Township’s website.
The following factors were utilized in evaluating the proposals:
• ability to meet specifications mandatory
• cost 60%
• warranty 10%
• local servicing 15%
• delivery 15%
It is staff’s recommendation that the contract be awarded to Guillevin Fire Safety and Industrial.
ISSUES:
1. Rationale for Selected Option
Due to the nature of the equipment, the evaluation criteria contained a mandatory requirement and weighted evaluation. The one bid received met the mandatory requirement.
2. Organizational Implications
Staff has incorporated this project into their work plans for the year, utilizing existing staff resources.
3. Financial Implications
The proposed bid price for this project is as follows:

The approved 2021 budget for the SCBA replacement project is $250,000 with funding to be allocated from the Capital Project Reserve Fund.

The SCBA will allow firefighters to carry out their tasks in a safe and efficient manner.

The selected bidder will be notified of the award and staff will finalize the purchase with the supplier.
ALTERNATIVES:
1. That Council award the Contract for purchase to Guillevin Fire Safety and Industrial for new SCOTT Self Contained Breathing Apparatus based on the tender cost of $ 208,677.58 Canadian Dollars (including PST).
2. That Council does not award the contract to Guillevin Fire Safety and Industrial and that the tender be cancelled.
