SUBJECT:                      Janitorial Services for Municipal Facilities - Contract Award

 

RECOMMENDATION:

 

Recommendation

That Council award the contract for Janitorial Services for Municipal Facilities to SkyBlue Services Corporation for a total cost of $224,334 (excluding GST) for a two-year term, with an option to extend the contract for an additional two one-year terms, as described in Staff Report EPW-24-012.

EXECUTIVE SUMMARY:

 

The purpose of this report is to award a contract for janitorial services for the Municipal Hall, Police and Public Works buildings.

 

BACKGROUND:

 

As part of the maintenance of the Municipal Hall, Police and Public Works buildings, daily janitorial services are carried out by a private contractor. The current contract expired on March 31, 2024 and was extended for a period of two months. The extension is set to expire May 31, 2024.

 

ANALYSIS:

 

A tender was released on April 18, 2024, and closed May 9, 2024. The tendering process included a mandatory site visit. A total of 9 bids were received. The evaluation is based on price, experience, references, and estimated hours of work. The bids received were:

An evaluation of the bids by staff selected SkyBlue Services Corporation. It is Staff’s recommendation that the contract for janitorial services be awarded to SkyBlue Services Corporation.

 

The term of the contract will be for two years and includes the option to extend the contract for two additional one-year terms. The new contract would be initiated on June 1, 2024 and terminates on May 31, 2026, unless the Township chooses to exercise the extension options.

 

 

OPTIONS:

 

1.                     That Council award the contract for Janitorial Services for Municipal Facilities to SKyBlue Services Corporation for a total cost of $224,334.00 (excluding GST) for a two-year term, with an option to extend the contract for an additional two one-year terms, as described in Staff Report EPW-24-012.

2.                     That Council provide alternative direction to staff.

3.                     That Council request further information from staff.

The current annual budget for these services is $89,469. In 2024, the contract will exceed the budget by $12,006 as the services are starting part way through the year, beginning in June. The extra budget required to fund this will be found in the existing operating budget. In 2025, the operating budget will be adjusted to reflect the increase in costs for these services.

 

If the Township decides to extend the contract through the two one-year terms, the costs for those extensions will be negotiated but are expected to be in a similar range of monthly costs as the original contract.

 

COMMUNICATIONS/ENGAGEMENT: 

 

No public communications or engagement are required.

 

TIMELINES & NEXT STEPS:

 

If approved by Council, staff will immediately notify the contractor that they have been awarded the contract and are expected to begin June 1, 2024.
