RECOMMENDATION:

 

Recommendation

That Council appoint Councillor Lynda Hundleby as the Township of Esquimalt representative to the Greater Victoria Labour Relations Association (GVLRA) and that Council also choose an alternate to attend GVLRA meetings in Councillor Hyndleby’s absence.

This policy relates to the practice of ratification of external appointments for Township representation.

 

STRATEGIC RELEVANCE:

 

Advocate with intergovernmental entities to promote issues affecting Esquimalt.

 

BACKGROUND:

 

Historically, the Mayor has not only attended GVLRA meetings, she has fulfilled both the role of Vice Chair and Chair of the GVLRA board. Currently, the Mayor’s representation at the GVLRA board is through her role with the Victoria Esquimalt Police Board. It has recently come to the attention of staff, that consistent with the representation for other organizations, and consistent with the governance documents for the GVLRA, the Township should also have a municipal representative appointed to attend meetings and represent the interests of the Township.

 

This is consistent with other representation at the table and with the governing documents for GVLRA. As an example, Oak Bay has 3 representatives at the table. Once municipal councillor is there as the representative of the Greater Victoria Library, another councillor is there as the municipal representative and the Mayor is there as the representative of their police board.

Should Council endorse the recommendation, a letter will be forwarded to GVLRA advising of the appointment.

 

ALTERNATIVES:

 

1.                     That Council appoint Councillor Lynda Hundleby as the Township of Esquimalt representative to the Greater Victoria Labour Relations Association (GVLRA) and that Council also choose an alternate to attend GVLRA meetings in Councillor Hyndleby’s absence.

 

2.                     That Council not appoint a municipal representative to the GVLRA.
