BACKGROUND:

 

A local grant request has been received from the Victoria Rainbow Kitchen Society to support the provision of services to poor and marginalized clients at Esquimalt’s only community kitchen.

 

The Society has consistently applied for, and received, local grant funding from the Township each year.  During the fiscal years of 2012-2015, the Society was granted support in the amount of $10,000 per year.  In 2016 this support was reduced to $7,500 and a further reduction to $5,000 was approved in 2017 and each subsequent year. This application, requesting support of $10,000 was not received prior to December 31 deadline and therefore it was not considered by the Local Grant Committee during its initial review in February 2020.

 

 

ISSUES:

The decision for any local grant funding allocation is at the discretion of Council.

 

2.  Organizational Implications

There are no organizational implications of this decision.

 

3.  Financial Implications

Within the 2020 Financial Plan, an amount of $147,000 has been allocated for the purposes of issuing local grants. On March 2, 2020, Council approved the allocation of $86,241 to applicants who applied prior to the December 31 deadline. As a result, the amount of $60,759 is available for grant requests made throughout the remainder of the 2020 fiscal year.

 

4.  Sustainability & Environmental Implications

There are no sustainability or environmental implications of this decision.

 

5.  Communication & Engagement 

Whether or not a grant is approved, a letter will be sent to the Victoria Rainbow Kitchen Society formally advising them of Council’s decision. As well, a copy of the Local Grant Policy, which outlines the reporting requirements of all recipients, may accompany the letter and payment if approved.

 

ALTERNATIVES:

 

1. That Council approve the request in full with the payment funded from the local grant account.

 

2. That Council approve funding for an amount less than what was requested.

 

3. That Council deny the request for funding.
