RECOMMENDATION:

 

Recommendation

That Council approves the repealing and implementation of the Traffic Orders for the Admirals Road Corridor from Maplebank Road to Lyall Street, as attached to Staff Report EPW-026.

STRATEGIC RELEVANCE:

 

This Request for Decision is addressing the operational and financial requirements of our infrastructure.

 

BACKGROUND:

 

The Admirals Road Corridor Upgrade implemented a new cross section across the right of way. This cross section was:

 

v                     Grass boulevard

v                     Sidewalk (pedestrian movement)

v                     Bike lane (cyclist movement)

v                     Travel lane (vehicle movement)

v                     Travel lane

v                     Bike lane

v                     Sidewalk

v                     Grassed boulevard

 

This cross section varies from the previous cross section with its emphasis on cyclist movement and increasing the degree of pedestrian safety. With the new cross section the corridor became a true multi-modal transit corridor.

 

 

ISSUES: 

 

1.  Rationale for Selected Option

 

The new cross section has created a new environment along the Corridor. This new environment will require various restrictions to be put in place so that it may function correctly. The restrictions will be accomplished by the repeal or creation of new traffic orders (TOs). The main thrust of these TOs will be the addition of various stopping zones (i.e. bus stop, on street parking) to match the new cross section. The speed limit along the Corridor will remain at 50 km/hr therefore a TO for speed has not been included.

 

Repealed TOs:

 

1035, 282, 248, 646, 1074, 1092, 1075, 156, 450, 526, 547, 957, 1151, 296, 948, 987, 1019, 1152, 1031, 1132

 

Replacement TOs:

 

1216, 1217, 1218, 1219, 1220, 1221, 1222, 1223, 1224, 1225, 1226, 1227, 1228, 1229

 

2.  Organizational Implications

 

The new TOs along the Corridor will not present any organizational implications. Engineering and Public Works will coordinate the removal of the existing signage/road marking and the installation of the new signage/markings. This work will be carried out over the next month. Community Safety Services and Victoria Police Department will also be informed of the changes so that they can be incorporated into enforcement strategies.

 

3.  Financial Implications

 

The proposed work has no financial implications. As part of the project the implementation of TOs was included within the operational budget of Public Works.

 

4.                     Sustainability & Environmental Implications

 

The new cross section and its associated TOs have made the corridor a true multi-modal transportation corridor. This corridor will also now have a safety aspect that it previously was missing prior to the new cross section. The new cross section will promote the use of alternative transportation other than vehicular and thus lower the carbon footprint within the Township.

 

5.  Communication & Engagement

 

With the approval of the TOs, this information will be displayed on the Township’s website devoted to the Admirals Road Corridor Upgrade Project. This information will be linked with other social media forums. The Township will also be providing a hand delivered update to residents and stakeholders along the Corridor letting them know of the changes. This exercise will be a reinforcement of the discussions held with Public and Stakeholders at the conceptual design period of the project life when these changes were proposed.

 

ALTERNATIVES:

 

1. That Council approves the repealing, modification and implementation of the Traffic Orders for the Admirals Road Corridor from Maplebank Road to Lyall Street as attached to Staff Report EPW-15-026.

2.                     That Council does not approve the repealing, modification and implementation of the attached Traffic Orders for the Admirals Road Corridor from Maplebank Road to Lyall Street.
