Recommendation
That Council gives first, second and third readings to the Building Code Bylaw, 2002, No. 2538, Amendment Bylaw [No. 8], 2016, No. 2870.

BACKGROUND:
At the February 1st, 2016 meeting, Council adopted the Interim Amendment to Zoning Bylaw 1992, No. 2050 - Amendment Bylaw No. 2861. This amendment, among other things, eliminated the requirement for owners of Secondary Suites to pay an annual licensing fee. The Building Code Bylaw, 2002, No. 2583 at section 8.5 contains a section requiring the payment of the annual licensing fee. Additionally, Appendix “A” of the Building Code Bylaw contains the specific annual license fee amount. The proposed revision eliminates both of these parts of the Building Code Bylaw to bring it into agreement with the Zoning Bylaw amendments.

The selected option aligns the Building Code Bylaw with the revisions included in Interim Amendment to Zoning Bylaw 1992, No. 2050 - Amendment Bylaw No. 2861.

ALTERNATIVES:
1. That Council gives first, second and third readings to the Building Code Bylaw, 2002, No. 2538, Amendment Bylaw [No. 8], 2016, No. 2870.
2. That Council directs any amendments it considers appropriate to Bylaw No. 2870 prior to giving it first, second and third readings as amended.
3. That Council refers Bylaw No. 2870 back to staff to further revision.
