INFORMATION:
The purpose of the October 20, 2025 meeting is to provide Council with a broad overview of levels of service in the Township. The intent is to explore what the term means, how it applies across departments, and why it is a key concept for understanding the interplay between the operations and the governance.
Over the past decade, the concept of levels of service and sustainable service delivery have been increasingly used to address governance and operational challenges in the municipal context. However, the ideas remain ill-defined or inconsistently understood. The Township is in the early stages of defining and measuring levels of service in a way that connects community expectations, operational realities, and long-term financial sustainability. The process to achieve this shift is relatively easy to describe but is challenging to deliver in the short term.
Several departments have already introduced Council to their service contexts (e.g., Parks and Recreation and Fire Rescue). This session will expand that understanding across additional departments, including Development Services, Engineering and Public Works, Corporate Services, and Financial Services and Information Technology.
Each department will provide a short presentation outlining:
• The key services delivered;
• The factors that influence their levels of service (resources, regulation, demand, risk, etc.); and
• Current challenges or opportunities related to maintaining or adjusting service levels.
The presentations are intended to set the stage for Council’s strategic and policy-level discussion in the Committee of the Whole format. There will be an opportunity for questions to staff, but the primary focus of the evening will be for Council to deliberate on what this means in terms of governance oversight, strategic priorities, and future planning. The intent is to help establish a shared understanding of how levels of service shape both the Township’s operational decisions and Council’s strategic direction.
