Recommendation
That Council approves the implementation of Traffic Order 1291 “Playground Speed Restriction” along Colville Road from Lampson Street to Dominion Road and rescinds Traffic Orders 736 and 900, as set out in Staff Report EPW-18-031.

BACKGROUND:
Colville Road from Lampson Street to Dominion Road runs along two playgrounds (Esquimalt Secondary School and Little League Park) as well as the community gardens (Anderson Park) for the majority of this distance. Along this stretch of road, two Traffic Orders (TOs) have been issued. Both of these Traffic Orders (TO 736 and TO 900) designate their portion of the street as a playground zone. Traffic Order 900 covers from 940 Colville Road to Fleming Street while Traffic Order 736 is from Dominion Road to 864 Colville Road. The section between 896 and 874 Colville Road is not designated as a playground zone.
In order to provide a continuous playground zone along this road segment, this gap needs to be converted to a playground zone. With a new encompassing Traffic Order in place, then TO 736 and TO 900 can be rescinded. See Attachment 1 for location map and Traffic Order.
ISSUES:
1. Rationale for Selected Option
The road segment is bordered by some form of park or playground along the majority of its length. By rescinding the existing Traffic Orders and enacting a new Traffic Order, the road will have a consistent speed along its entire length and by all parks and playgrounds. This will increase the safety to users of these areas. The new Traffic Order will also function as a speed control measure, which will, hopefully, reduce speeding along this stretch of road. Signage will be installed as per Part IV, Division 1, Section 14 (q) of the Streets and Traffic Regulation Bylaw.
2. Organizational Implications
The proposed Traffic Order would be prepared by Engineering and signed by the Corporate Officer and the Director of Engineering and Public Works. Public Works would then install the speed restriction signage along the street. The Traffic Order would be added to Victoria Police Department’s patrol routes for enforcement. These activities would not impose any organizational implications.
3. Financial Implications
The Traffic Order implementation and enforcement can be accommodated within the current operational budgets for the various departments that will be involved in the issuing of the Traffic Order.
4. Sustainability & Environmental Implications
There are no sustainability or environmental implications to the Traffic Order.
5. Communication & Engagement
Once a Traffic Order has been approved, this information will be posted to the Township’s website and other social media forums. At the locations, “new” tabs will be installed on the traffic control devices where it is appropriate. These tabs will remain for approximately 6 months to assist residents to adjust to the new speed restrictions. The change in traffic control would also be forwarded to Victoria Police Department upon approval.
